Administrativní členění Ruské federace

Ruská federace (Российская Федерация), je největší zemí na světě. Rozloha Ruska činí 17 075 400 km² a zasahuje do východní Evropy a severní Asie. Tato země je s necelými 142 miliony obyvatel devátou nejlidnatější zemí na světě.

Dle ústavy schválené referendem z roku 1993, tvoří ruskou federaci 83 rovnoprávných subjektů. Rovnoprávnými subjekty federace jsou federální města (2), republiky (21), autonomní oblasti (46), kraje (9), autonomní okruhy (4), Židovská autonomní oblast (1). Ruská federace se dále dělí na 7 federálních okruhů a 12 ekonomických rajónů, do nichž spadají výše uvedené rovnoprávné subjekty.

Asi nejznámějšími rovnoprávnými subjekty Ruské federace jsou 2 federální města - Moskva a Petrohrad, nejlidnatější města ruské federace. Svou strategickou, historickou a správní důležitostí si města vydobyla speciální samostatný statut.

Z 83 rovnoprávných subjektů je v Ruské federaci 21 republik se svými hlavními městy.

Dalšími rovnoprávnými subjekty jsou autonomní oblasti, kterých je 46. Každá oblast má své administrativní centrum neboli hlavní město. Oblast se ještě dělí do rajónů, které fungují jako podřízené celky dané oblasti.

Rusko má také 9 krajů. I kraje mají svá hlavní města.

Autonomní okruhy jsou 4 a nejsou podřízeny žádnému dalšímu celku, jen přímo Ruské federaci. Autonomních okruhů bylo původně deset, ale politickým cílem je zjednodušit administrativu jednotlivých částí ruské federace, a toho lze dosáhnout i zmenšením počtu samostatných jednotek. Hlavně bývalý prezident Vladimír Putin se zasloužil o prosazení této politiky, a lze předpokládat, že i do budoucna bude tento trend pokračovat.

Nejdůležitější změny Putinovy vlády z hlediska narušení autonomie jsou vnucování národní platformy pro jednotlivé administrativní části Ruska a možnost odvolání gubernátorů Moskvou. Tuto možnost však v praxi Moskva zatím nevyužila, spíše se snaží o alternativní řešení. Např. Jevgeniji Nazdratenkovi z Přímořského kraje bylo nabídnuto lukrativní místo v Moskvě. V případě přijetí místa dojde k opuštění pozice gubernátora. Důležitým cílem změn bylo a je odstranit nebo snížit korupci a sjednotit regionální legislativy s federální legislativou. Okruhy se těší takové autonomii, že mají svá hlavní města, své gubernátory, i svoji dumu (obdoba našeho parlamentu).

Zvláštní místo v Ruské federaci zaujímá také Židovská autonomní oblast. Jedná se o uměle vytvořené místo pro židovské obyvatele Ruska. Vzniklo za doby J. V. Stalina, který je známý svými přesuny milionů obyvatel v rámci různých regionů. Projekt však ztroskotal již v samém počátku především vznikem státu Izrael, kam se přesunula velká část zdejších obyvatel. Oblast však funguje dál i s různými specifiky židovské kultury.

Čitská oblast

Jak se mění administrativní uspořádání Ruské federaci si můžeme vysvětlit na příkladu Čitské oblasti, což byl federální subjekt Ruska v jihovýchodní Sibiři. Jejím administrativním centrem byla Čita. Měla hranice s Čínou (998 km) a Mongolskem (868 km) a vnitřní hranice s Irkutskou a Amurskou oblastí, s Burjatskou a Jakutskou republikou. Na jihu ležel Aginský burjatský autonomní okruh, s nímž byla k březnu 2008 oblast sloučena v nový Zabajkalský kraj.

Plány do budoucna

Administrativní členění Ruské federace je opravdu rozsáhlé, ale při velikosti země a množství jednotlivých národů a etnik je pochopitelné, že se nemůže jednat o triviální záležitost. Ani není příliš reálné, a to z mnoha důvodů, aby se členění nějakým funkčním způsobem o mnoho více zjednodušilo. To by mohlo vyvolat případné národní a etnické konflikty.

Tento problém je stálým předmětem diskuze politiků i odborníků, a to jak ruských, tak i zahraničních. Je jisté, že členění, které je zde výše popsané, musí být bráno s určitou rezervou, protože se mění v prostoru i čase s dějinami Ruska. Nejedná se o členění neměnné a v budoucnu lze očekávat určité změny.

Radikální zjednodušení se pokusil prosadit například již zde jmenovaný Vladimír Putin, který v návrhu snížit počet samostatných celků z 83 na 30, což však vyvolalo velkou nevoli.
